A long time ago he told me he uses one of those websites where, if you've been IP banned from a forum, you can just change a few settings on your pc and make a new IP address (disguising your original one).

This is just one of the many reasons why I've lost interest in this forum and now prefer another, better one, where things like this don't happen..

If admin would give the forum a good clean (deleting old topics, for example) and just manage his website better in general, there'd be a lot less site-downtime.
