thats why when you move you get your address forward to your new one. Whenever you send things like that dont put address you are going to move to because they might reply before you move and you wont get it. When you move you usually get that address forwarded to your moving address.

I think, im 90% sure about this, that all you need to do is see how many holand stamps you need to put on the envelope and include the appropriate amount of IRC's with the SAE. And yes you will get success from the netherlands as long as you put the correct amount of IRC's with your letter.
