USPS Shipping charges ?

I don't get the IRCs here anymore, and it seems that they even didn't work very well.

So can someone here tell me how much US-Dollar I have to attach to a request

for the shipping charges
for a letter (the big brown envelopes, aprox. 13x9 inches)
from USA to Germany?
